Scope

EUMETSAT operates a large multi-mission Archive called the EUMETSAT Data Centre, which is an integral part of the Ground Segment at the organisation’s headquarters in Darmstadt, Germany. The EUMETSAT Data Centre guarantees the long-term preservation of data and products derived from EUMETSAT’s meteorological satellites, and provides users with the capabilities of browsing, automated ordering and retrieval of the catalogued products contained in the Data Centre.

Data Centre usage has exponentially grown in the last years and further growth in size as well as user retrievals is expected due to the availability of data from future geostationary satellite missions such as MSG-3 and MSG-4, the MTG Satellite series as well as the future polar orbiting missions such as GMES Sentinel-3 and the EPS follow-on missions. This growth demonstrates the importance of the historic meteorological data needed for research, modelling, reanalysis and climate studies.

This document constitutes the Statement of Work (SOW) for consultancy support for a Data Centre Test and Products Operations Engineer required as part of the Data Centre routine operations phases for the MTP, MSG, EPS and future programmes.

The Consultant shall work in the Data Services team supporting routine operations of the Data Centre. In addition to this, the consultant shall conduct testing, monitoring, configuring and reporting of Data Centre usage, support to the coordination of engineering and maintenance activities, driving Data Centre enhancements based on user feedback, improving on Archive data visualisation, supporting data format specification, and prototyping of relevant data services.

The Data Services team is part of the User Service Division in the EUMETSAT Operations Department. It is responsible for operating the Data Centre and the handling of all the related user activities.

Tasks

The tasks of the Consultant as a member of the Data Services team will typically include:

  • Maintain a test environment to efficiently and exhaustively perform user acceptance testing for the Archive system. This includes:
    • Regression testing of new releases to ensure there are no side effects from bug fixes and enhancements, such as integration of new delivery formats and products, delivery mechanisms, user interface modifications, etc.
    • Continually define and implement new tests to cover regressing testing of new enhancements.
    • Fully automate testing, i.e. execute tests and validate test results, using test tools and shell scripts.
    • Prepare documentation for Configuration Control to track updates to the system.
    • Prepare release notes and user announcements after testing.
  • Support to the specification and validation of archived product formats:
    • Contribute to the definition of future delivery formats from the Data Centre in cooperation with instrument and product experts.
    • Develop methods to visualise / analyse the products through adapting existing standard image visualisation and analysis Software.
    • Support to the routine operations of the Data Centre:
    • Respond to Data Centre users technical enquiries and requests received from the User Service helpdesk.
  • Support to the visualisation needs for User Service training activities.
    • Perform the analysis and the reporting of anomalies in the Archive system.
    • Support to end to end testing with other EUMETSAT facilities for new services and programmes.
    • Enhance and configure the monitoring and the performance reporting of the Archive system using existing tools.
    • Provide and maintain Data Centre documentation; user guides, format guides, operational procedures, technical notes, etc.

Profile

In addition to having a University degree in a relevant discipline, the Consultant shall have the following mandatory skills and experience:

  • Minimum 2 years experience in using a flavour of the UNIX operating system.
  • Minimum 2 years experience of programming in shell script and/or Perl.
  • Hands on experience in testing: writing test plans, using test tools and test automation.
  • Experience of working with Earth Observation data (data handling & visualisation).
  • Knowledge of image visualisation tools.
  • Knowledge of formats used for Geospatial data such as NetCDF and HDF.

Furthermore, it would be a distinct advantage for the Consultant to have experience in some or all of the following:

  • Experience in working in an operations environment
  • Knowledge of image processing systems (preferably McIDAS and/or Unidata IDV)
  • Knowledge of graphical data formats (e.g. KML, GeoTIFF)
  • Knowledge of geo-spatial and interoperability standards
  • Experience in web development (e.g. HTML, XML, XSL, _javascript_)

The Consultant shall maintain a customer focus in all his/her activities which he/she is to conduct in a traceable and disciplined manner. He/She must be able to work to deadlines with a minimum amount of supervision, remain calm under stress, be a good team player and have good communication skills.
